CI Board of Directors
Rex Eley, President/Director
Rex has over 35 years of professional and business experience. He co-founded and served as president of a regional PEO for 10 years until its sale in 1995. He served as president of NAPEO in 1993-94 and has served in numerous other chapter and national leadership roles in the PEO industry over the past two decades, including chairing the national government affairs, standards and education committees. Rex was instrumental in establishing the Arkansas Employee Leasing Act in 1992, the first state licensing law for PEOs in the nation, and in defining the concept of co-employment, which serves as the legal foundation for the PEO industry. In 2000, he received NAPEO's Michaeline A. Doyle award for outstanding service to the PEO industry. Prior to entering the PEO industry, Rex had a successful 15-year career in water resources engineering, serving as a researcher and consultant for several national companies and government agencies. Rex also serves as
chairman of the Employer Services Assurance Corporation (ESAC).
Rufus Wolff, Secretary/Treasurer/Director
Rufus is a principal in the Wolff Law Firm, P.A. in Little Rock, AR. His practice
focuses on tax, employment, employee benefits, estate planning, asset protection,
and general corporate law. He has conducted research and authored position papers
on the history of common law related to co-employment arrangements
and has been instrumental in the drafting of state legislation to regulate professional
employer organizations.
He is a regular contributing author to the PEO Insider and speaker at
national conferences. Rufus also is founder and a principal in PEO Services,
Inc., a regulatory
compliance support services firm for the PEO industry. He is a Board Recognized
Tax Law Specialist, a Certified Public Accountant, and has served as an adjunct
professor of law at the UALR Law School. He received his Juris Doctor from UALR
Law School,
graduating with highest honors.
Robert C. Rice, Director
Rob is a principal in Rice & Associates law firm in Houston, TX. He specializes in a wide range of labor and employment law
matters, including discrimination, wrongful discharge, EEOC, wage and hour, OSHA, and similar issues. Rob is one of 12 members
of the American Arbitration Association's Houston panel of mediators and arbitrators for employment disputes. He is board certified
in labor and employment law by the Texas Board of Legal Specialization and is an adjunct professor at South Texas College of Law.
He serves as General Counsel to the Texas Chapter of the National Association of Professional Employer Organizations and is a frequent
author and speaker in the PEO industry. He regularly advises PEOs and staffing companies on a wide range of issues. Rob was deeply
involved in drafting the Texas Staff Leasing Licensing Act and its amendments. He received a B.A from Rice University and a
Juris Doctor from South Texas College of Law.
Jane McCoggins, Executive Director
Jane has over 20 years of experience in association and non-profit organization
management and holds a degree in business management and marketing from Baylor
University. She also has served as Associate Director and Executive Director
of
the
Employer
Services
Assurance
Corporation since 1998.
Jane managed the start-up and operations of a Small Business Incubator for the
Southeastern Technology Center in Augusta, Georgia and also worked for ten years
with the non-profit American Association of Petroleum Geologists in Tulsa, Oklahoma.
